RAD 61:65 Requirements for instrument rating.

a) Overall. A person applying for an instrument rating must:

1. Possess at least a current private pilot license with an appropriate aircraft or helicopter rating for the instrument rating sought.
2. Comply with the provisions of subsection 61.60.
3. Receive and record ground training from an authorized aeronautical training instructor, in knowledge in the areas of paragraph (b) of this subsection that apply to the instrument rating sought.
4. Receive an endorsement in the pilot's logbook or training record by an authorized instructor certifying that the person is prepared to take the required knowledge test.
5. Receive and record training in areas of operation in paragraph (c) of this subsection from an authorized instructor in an aircraft or flight simulation training device representing an airplane or helicopter, appropriate for the instrument rating sought.
6. Receive an endorsement in a pilot logbook or training record from an authorized instructor certifying that the individual is prepared to take the required practical test.

II) A flight simulator or an appropriate flight training device for the rating sought and for the specific maneuver or instrument approach procedure to be performed. If a flight procedures trainer approved by an ICAO-recognized competent aviation authority is used for the practical test, the instrument approach procedures in that flight training device will be limited to one precision approach and one non-precision approach. , as long as the flight training device is approved for the procedure to be performed.
